Can I develop a mobile app using PHP and Bootstrap?

In short yes, PHP or any back-end language works totally fine for your back end infrastructure. For your front end you can use Bootstrap or just straight HTML5. But it's highly recommended that you include JavaScript libraries and frameworks to really polish it such as React.Native.

But you could also use PHP with C#, Bootstrap, and Xamarin or just PHP, Xamarin, Boostrap, and any JavaScript framework or Library that you prefer.
