The relationship is not a direct one. CIsco is a company that created routers, switches and other networking gear to move web traffic around the internet between different networks.

HTML created an easy way for information to be represented and displayed by different types of computer systems running different operating system as long as they had an internet browser written for their operating system that could process html. Because of this easy way to store information and share it, MASSIVE amounts of traffic was created creating massive need for CISCO's equipment by Internet Service Providers providing access to the internet for consumers, governments, educational institutions, and businesses.

Cisco is a company mainly in networks. Cisco certifications are thought to be some of the most difficult to accomplish. HTML is a website encoding language. Programs such as Macromedia use the HTML language. This has been surpassed by the plugin simplicity of wordpress.
