The full circumference of the circle around all 360° is 2πr where r is the radius. Since r = 3, the full circumference is 2·π·3 = 6π units. 60° is only 60/360 = 1/6 of the way around the circle, so its arc length is 1/6 of the full circumference, or (1/6)·6π = π units.
