What is the best way to learn web design in Photoshop?

The short answer is that you cannot do "web design" in Photoshop.

The only "web design" Photoshop will do is creation of visual elements and conceptual layouts. Creating a proper website requires Adobe's web design software, Dreamweaver or Spark - I have never used either.

If ease of file sharing is not an issue then there are less powerful open source options you may want to look at - I use a simple program called Sublime to layout my visual elements.

Either way you would need to have a working knowledge of HTML at the very least.
