The sum of the lengths of any two sides of a triangle must be longer than the length of the third side.
14 + 12 > 3
12 + 3 > 14
3 + 14 > 12

As you can see, the answer is yes.
The rule is, two sides added together must be more than the other side. So, 14+12 is more than 3; 12+3 is more than 14, and 14+3 is more than 12 so, these lengths can form a triangle.
If the lengths were 14, 12 and 1, it would NOT for a triangle because 12 + 1 is NOT more than 14.
