standard cell potential question?

The cathode and anode reactions in a certain electrochemical reaction are shown below:

Cathode: H2O(l) + 2e → H2(g) + 2OH-(aq)    

Anode: 2Cl-(aq) → Cl2(g) + 2e


The standard cell potential of this cell is?  a.bc V. 


State whether the cell voltaic or electrolytic?

The result was to be -2.19 V and electrolytic I'm not sure where we went wrong as I got 0.53 V as well?
