there is no limit as to how much space is in between the circles, which makes the square infinitely large.
I will answer two cases: (1) the smaller circle is inside the bigger circle
(2) the circles are next to each other and meet at only one tangent point.
(1) then the smallest square has side measure 15 which has a perimeter of 60
(2) the square has side measure 25, which has a perimeter of 100
