I haven't done it before but you should be able to accomplish this with After Effects. You may be able to use DaVinci Resolve as a free alternative.
I think you just need to track individual points (elbows, shoulders, arms, hands) and keyframe changes as needed. I don't currently work with motion graphics so that's the extent of my knowledge.
