The sentence in question: Αύριο μπορεί να πάω σινεμά. I would expect to see either "μπορώ να πάω" (I can go) or "μπορεί να πάει" (he can go), where in both instances the verbs agree in person and number. Is μπορεί some kind of impersonal construction, perhaps? Ευχαριστώ εκ των προτέρων.

Yes, you got it right! This is an impersonal construction. In this case, the 3rd singular person of the verb μπορώ (= can) μπορεί means "it is probable, maybe". Of course, it can also mean that someone is able / can do sth. It depends on the communication context.
