You can go to your local county law library and use Lexis-Nexis or Westlaw or you can sign up online and pay to use either or both, and go to "cases," and then use the government agency's name in the search box. There is also the free Find Law online you might try. The problem with your Internet search was that you put in "John Doe." Try just "Lawsuits against NSA." Hope this helps.
