The diameter of a lens for an Earth based telescope would need to be around 200 meters (approx. 650ft) to see the flag. Currently, the largest lens is only 10m and is located in Hawaii.
There are blurry photos available of the flag on the moon, but these were taken by the Lunar Reconnaissance Orbiter (LRO).
We do have have a telescope on Earth capable of seeing the flag on the moon as it is just too small (4 feet).
