This varies widely by program. Given that you are admitted to a PhD to do highly specific research with a specific faculty member, it is possible that you would need to reapply to a different program in order to begin again with a new area of study.
While some schools may allow the transfer of graduate level course credits, this is also highly variable and not a given.
If you did choose to leave a PhD program and then apply to a different program, be prepared to be open and honest with the program you are applying to about where you studied before and why you chose to leave. Do not omit your previous program from your application, as graduate programs will be able to see any accredited higher education programs you previously enrolled in and will require all transcripts for consideration as part of your application.
