TOEFL and IELTS assess your language skills in English. These tests are usually required when applying to a university / educational program in an English speaking country or immigrating to one.
GRE on the other hand is necessary for all students , even native speakers, who apply for graduate studies. This test includes Math part and is much more challenging than TOEFL/IELTS.
