Moving objects and shapes in front or behind another object?

I am trying to move the a shape in front of another shape but it is not allowing me. The shapes are not grouped to anything. they are all individual. I would like to know what could be preventing them from not moving in front of another. I know how to do it, its just not letting me.

If your objects exist on different layers you can not use Object > Bring to Front or any of those options. Place your objects on the same layer.

If you are trying to keep your objects on different layers, you can make one object a sublayer of the other object and you can still use Object > Bring to Front.
