A semi-colon cannot link a subordinate clause to an independent clause.
Semi-colons are very limited. They really have no use in English except to link independent clauses:
Subject-verb; subject-verb.
Example: I love chocolate ice cream; Mary prefers strawberry.
There must be an independent clause on either side of the semi-colon.
