Which element is more nonmetallic between chlorine (Cl) and nitrogen (N) ?

Which element is more nonmetallic between chlorine (Cl) and nitrogen (N)?


I know nonmetallic characteristics consist of a high ionization energy, high effective nuclear charge, small size, and high electron affinity. This makes me think it is Cl because I know Cl has a high electron affinity and would also have a high effective nuclear charge and ionization energy. However, Cl is also bigger than N because of the extra shell it has. Can someone please explain what the correct answer is and the reasoning behind it?
