Correlation is only a measure of the linearity of the relationship between the explanatory and response variables. Just because there is a linear relationship, it doesn't necessarily mean causation. For example, there is likely a high correlation between the presence of firemen and the incidence of fires. I would be in error if I were to then assume that the presence of firemen causes fires.
