One digit natural numbers gives us a domain from 1 to 9.
Zero is not possible, as zero is not a natural number, and a ratio equal to zero can only occur is there is a zero in the numerator. 13 is not possible as the largest , 9, divided by the smallest, 1, only yields 9. (The ratio between two one digit rational numbers will range from 1/9 to 9; 13 is outside the range.) The answer 3 can be produced by three combinations 3 and 1, 6 and 2, and 9 and 3, so Kristine has the only possible correct answer.
