Its asking for the velocity at the end of the time but i have never encountered two velocities and forces together inside parantheses

So, if this is the case, then you can compute the x and y results separately using F= ma in the x, and y directions:
a= F/m
Ax= Fx/M and similarly for the y component.
For x:
Vx(t)= Vx(0) + (Fx/M)*t = 5.00 m/s + (3.40 N / 3.00 kg) * 10.0 s
similarly for the y component. Recall that a N is a Kg-m/s2
