(3-2x) can be rewritten as (-2x+3) using the commutative property. Also, you can factor out -1(2x-3). So, by using the commutative property and factoring -1, we can make (3-2x) into -1(2x-3). So, now we can simplify.
(3-2x)/(2x-3)= -1(2x-3)/(2x-3)= -1/1= -1.. Note that (2x-3) on the numerator cancels out the (2x-3).
