You need to find out what three tenths of 8 and two-thirds. To work this correctly with fractions, which is what they want you to learn, is how to put 8 and 2/3 into a single fraction:
8 2/3 = 8 + 2/3= 8x3/3 + 2/3 = 24/3 + 2/3 = 26/3 (you see you can add these with 3's on the bottom)
Now you want to calculate what 3/10 of this is:
3/10 x 26/3= 3*26/3x10 = 26/10= 20/10 + 6/10 = 2 + 3/5 (inches)
