What is 150 m and what is csoh? Do you mean 1.50 M and CsOH? If you do, then...
39.6 ml CsOH x 1 L/1000 ml x 1.50 mol/L = 0.0594 moles CsOH
The reaction with H2SO4 is 2CsOH + H2SO4 ==> 2H2O + Cs2SO4
moles H2SO4 = 0.0594 moles CsOH x 1 mol H2SO4/2 mol CsOH = 0.0297 mol H2SO4
molarity H2SO4 = 0.0297 mol/0.015 L = 1.98 M
