A(-4,5) and B(2,-3) are just two points. You need more information to determine if 2 lines are parallel, perpendicular or neither.
Maybe you're using the origin to get a line AO through (-4,5) to (0,0) and another line BO from (2,-3) to (0,0)
if so, AO and BO while close to parallel are neither perpendicular or parallel. they have slopes -3/2 and -5/4
to be parallel they have to have the same slope
to be perpendicular their slopes have to be negative inverses of each other. AO and BO's slopes are neither
-3/2= -1.5, -5/4 = -1.25
