You need to get the equation into slope intercept form. You need to divide both sides of the equal sign by 2
y= -4x+3 then since the new line is parallel it will have the same slope
the new line has a slope of -4, you need to then plug in the x, y coordinates for x and y in the slope intercept formula
y=mx+b
8=-4(10) +b
8= -40 + b
add 40 to both sides
48=b
so the new line would be the original slope, -4 and the new b (y-intercept) 48
y= -4x +48
