6 men in 14 days equates to a total of 6 times 14 or 84 man-days of work to accomplish one job.
That means the ratio of jobs to man-days is 1/84 (1 job in 84 man-days) or, flipping it over, 84 man-days is required to complete 1 job (or 84/1).
If you divide that ratio (84/1 or just 84 man-days) by the 21 days, the days on top cancels the days on bottom and dividing the numbers (84/21) results in 4 men/job. So it takes 4 men per job or 4 men to complete the job in the 21 days.

Note that common sense tells you that if 6 can do the job in 14 days, it will take less men to do the same job in the longer time (if there were more than 6 men, and they worked the same amount, then they would get the job done quicker than the 14 days).02/12/19
