Let "x" be the rectangle length, then the width will be "x - 15". The perimeter is twice the length plus twice the width so we can say:
2x + 2(x - 15) = 210
2x + 2x - 30 = 210
4x = 240
x = 60
So the rectangle width is 60 feet and the width is 15 feet less or 45 feet.
