lets use elimination
multiple the first equation by (-2)
-8x-6=-2y
2nd equation is
8x-2=-2y
add these together
-8=-4y and solving for y, yields : y=2
substituting back into either of the equations yields x
4x+3=(2)
4x=-3+2=-1, so x = -1/4
