If the density of the HCl is 1.0 g/ml, then 0.036 ml = 0.036 g. if the density of the solution is also 1.0 g/ml, then 100 ml = 100g. That would mean you have 0.036 g HCl/100 g solution = 0.036%(w/w). This is a very poorly worded question.
