30 mEq x 15 ml/45 mEq = 10 mls
This is simply using dimensional analysis where you put mEq x ml/mEq and end up with mls.
If you don't want to do it that way, you can use a simple ratio, set up as
45 mg/15 ml = 30 mEq/x mls and solve for x
