If you mean do 3 sides of 7, 3 and 10, then no it's not a triangle. Or maybe you could call it a degenerate triangle, as it collapses into a straight line with angles 180, 0 and 0 degrees.
to be a triangle the two shortest sides must be greater than the longest sides. 7+3 =10, and 7+3 is not greater than 10.
the two shortest sides must also not be shorter than the longest side. 7+3 is not shorter than 10, but the first requirement isn't met
the only way to put these 3 sides together is to collapse them into a line. and a line is not considered a triangle.
