HCl (aq) → H+ (aq) + Cl- (aq)
HCl is a strong acid, therefore, it will completely dissociate into hydrogen ions (protons = H+) and chloride ions in an aqueous solution.
[H+] = 4.0 x 10-3 mol L-1
pH = - log [H+] = - log 4.0 x 10-3 = 2.40
