This sentence is in reference to the 2011 "Thor" movie, which in itself is not an accurate depiction of Norse mythology's Thor. It is referencing how Odin had to stop Thor from starting a new war with Jotenheim (Frost Giants), but failed because Thor had already let his ego get to him. About actual Norse mythology, we don't see this. There are multiple accounts of Thor defeating some Frost Giants, and in his most infamous tale regarding him stealing Mjolnir back from Þrymr, he is dressed as Freya in a wedding dress and all.
They both are right. Typically, the Frost Giants were the antagonists to Thor and the other Aesir, but it's not true that they looked very different from them. They were all quite similar, with some residing with the Aesir or at least being revered by them. This is also to say that Thor and Loki are not brothers in the tales; that is actually the case with Loki and Odin as 'blood brothers.'
