If you are looking at the periodic table, eletronegativity is lowest at the lower left (Francium) and highest at the upper right, not counting the Nobel gasses (Fluorine). Electronegativity increases as you move up or right. If you find Rb and Te you will see that TE is far right of Rb, so Te has a higher electronegativity.
