The question isn't quite clear to me, but maybe what is meant is the following.
What is the concentration when 8 cm3 of 0.5 mol/dm3 of copper sulfate is diluted with water to 2 dm3? If this is the case, you can use the formula V1M1 = V2 M2.
Before using this formula, you want to make sure the volumes (V1 and V2 are in the same units).
Changing 8 cm3 to dm3: 8 cm3 x 1 dm3/1000 cm3 = 0.008 dm3
(0.008 dm3)(0.5 mol/dm3) = (2 dm3)(x M)
x = 0.002 M
