change equation above to slope-intercept form (y = mx + b):
y = 4x - 1
the slope of the line above will be 4 (coefficient of x). Any line parallel to this line will also have a slope of 4.
so, you have the slope and you just need a value for the y-intercept. Any value for the y-intcept will do. let's try 3.
so:
y = 4x + 3
