Given only two points, we can only form one line, and cannot form a parallel or perpendicular relationship on their own.
Parallel lines are two lines on a plane that will never intersect or two lines with the same slope.
Perpendicular lines are two lines on a plane that intersect, and form right angles at the intersection; We also can tell two lines are perpendicular if their slopes are negative reciprocals of each other.
One line, at minimum, can be formed with two points on a plane. Two points is not enough information to identify two separate lines, let alone to see a relationship between two lines.
Please make sure of the wording of the question, as I believe some information may be left out. However, if this is exactly how the teacher wrote the question, I would for now answer 'neither', as technically two points are, in fact, considered neither parallel or perpendicular, and to ask the teacher for clarity.
