The goal is to get C by itself, as in C = something. This is often done by isolating expression and doing the reverse operation on them on both side. So:
4C + 16 = -8
Need to get C by itself, 16 has nothing to do with C so let's get rid of it by subtracting it from both sides:
4C + 16 = -8
- 16 -16
hence:
4C = -8 - 16
4C = -24
Now all that's left is an expression involving C, but we can still isolate C by doing the inverse operation. So the expression involve C is 4*C which is 4 multiplied by C, then let's divide by 4, and do so to both sides:
4C = -24

cancel out and it becomes:
C = -6
feed -6 back into the original equation to double check:
4(-6) + 16 = -8
-24 + 16 = -8
-8 = -8
