Greetings! Lets solve this shall we ?
So, we must find an equation of a line perpendicular to the given line such that the line perpendicular has an inverse slope from the given slope such that m = 1/2. Then, we yield the point-slope formula to obtain the equation such that
y - y1 = m(x - x1)
y - 3 = (1/2)(x - 8).........Then distribute the 1/2 inside such that
y - 3 = (1/2)x - 4.........Then add 3 to the other side such that
y = (1/2)x - 1
I hope this helped!
