You can do this problem in several ways; here's one
Multiply the first equation by 2: 4x - y = -6
This sets up your substitution: y = 4x + 6
(x/5) + 2(4x + 6) = 19/5
Clear fractions
x + 40x + 60 = 19
41x = - 41 => x = -1 and then y = -4 + 6 = 2
