Titanium in air forms a very thin oxide layer, but the bulk of the Ti is still not oxidized. To my knowledge, this cannot be prevented. However, when in solution, one can prevent or greatly diminish further oxidation by the inclusion of an acid (HCl, H2SO4, etc.).
If you want to try to prevent oxidation in air, you could possible use an inert gas atmosphere. But unless the Ti originally comes in such an environment, it will already passivate, and you'd have the thin layer of oxide.
