(a) When a solid changes to a gas it is always a chemical change.
This represents a phase change, which is NOT a chemical change, but rather is a physical change.
(b) Water can evaporate at any temperature.
For water to evaporate, it must be in the liquid state, so if in the form of ice, it will not evaporate. It may sublime, but that's a different process. This may be a tricky question if the state of the water isn't stated.
