y = -10x + 1 is the equation of a line of the form y = kx + b, where k = slope = -10 and b = y-intercept = 1. Proportional relations are also lines but have the form y = kx, where the y-intercept is always zero. So the equation y = -10x + 1 is not a proportional relation.
