Y= 0 is a horizontal line where y is a constant.
Any parallel line will also be a horizontal line
of form y=c where c is a constant.
To be parallel to y=0 through (-1,7) the line is:
y = 7
Standard form is ax + by = c
The answer is in standard form:
0x + 1y = 7
y = 7
