This looks to be priming you for the concept of the derivative from Calculus I (in Calculus you take the limit as h approaches 0):
f(a+h) = 4(a+h) - 3
f(a) = 4(a) - 3
(f(a+h)-f(a)) / h = ((4a+4h-3)-(4a-3)) / h = 4h/h = 4
