Short, super-simplified answer:

 

The electric force is the force between charged particles when they are near each other.  The magnetic force is the force between charged particles when they are in motion near each other.  For an electric force to be felt between particles, it is sufficient for the particles to be charged and to be near each other.  For a magnetic force to be felt between particles, it is necessary for the particles to be charged and to be moving near each other.
