Precision is a measure of reproducibility of measurement, i.e. how close several measurements are to each other. Thus, neither is more precise than the other. The 10 ml graduated cylinder would probably be more accurate than the 50 ml, only if it has smaller graduated divisions, but it won't be more precise.
