-32/9 is -3.55555...this is the multiple of pi that you are dealing with.
If you add 4pi to that, it's the same resulting angle (identical terminal side) because of the cyclical nature of multiple revolutions around the unit circle. This result is 4/9 times pi; pi radians is equivalent to 180 degrees.
Multiplying 4/9 times 180, you get 80 degrees. Now you can draw that angle in standard position.
