To dilate a polygon you simply multiply the length and width by the scaling factor, in this case 4.
We don't know the width "W" or length 'L" of this polygon, which we will assume for the sake of discussion is a rectangle who's area W x L = 13 cm².
Our new polygon will have width and length 4·W and 4·L
The area of the new polygon will then be 4·W x 4·L = 16·(W x L) = 16 x 13 = 208 cm²
