NH4ClO4 + NaOH ==> No reaction because all species are soluble, and strong electrolytes. So, you will have NH4+, ClO4-, Na+ and OH- ions all in solution.
If you add ammonium nitrate, NH4NO3, there still will only be soluble species, and still no chemical reaction. You will just have NO3- ions in addition to the ones mentioned above.

You may have been looking for the reaction of ammonium nitrate and sodium hydroxide which would form ammonia gas and water: NH4NO3 + NaOH ==> NH3 + H2O. However, in the presence of perchlorate which would be in the acid form, I thought that it might neutralize the NaOH. Maybe not. I'd still like to know what the "correct" answer is.
