Are the pencils side by side or are they 2 x 2?
If they are side by side, then the band like a rectangle
but two of the sides are rounded.
In that case, The length is 10x 4 = 40.
The width is a half circle with diameter 10, which has
a circumference (perimeter) of 1/2*PI*10 = 5 * pi.
The total length of the band is 2*40 + 2*5*pi = 80 + 10*pi

If on the other hand they are 2 by 2, then the band is kind of
a shape of a square with the corners rounded.
In that case the side of the triangle is 20mm.
THe rounded edges are 1/4 circle, which has perimeter,
1/4*PI*10 = 5/2*pi.
The length of the band is 4*5/2*pi + 4*20 = 80 + 10*pi
80 + 10pi = 10(8 + pi)
